It means that the retribution of the law of cause and effect is very strict and far-reaching. That is, even for kings and officials like Emperor Lương Võ (or Vũ), they cannot escape it. And no matter how long the time or fate, it will still repay for their bad act. This thought is central to the Buddha’s philosophy, from which many concepts are derived such as Karma, the Cycle of Rebirth, the Four Sufferings, etc.
