The destruction at the Lower Age began in the year Binh Ty (1936); there had already been a flood disaster once in southern Vietnam, and now (1939) it has happened again. At the same time, World War II is about to break out from Europe to Asia, and foreign countries are suffering from extreme poverty and death. In this situation, if the people do not make plans early, one day when misfortune comes, they will have to endure it, and there is no way to pray to heaven or Buddha to save themselves in time.
