That lazy fish only finds peace from this hardship when
Birds fly in the sky to compete for food. Fish swim skillfully underwater to find prey to survive, snatching and biting each other fiercely.
Figuratively, this refers to humanity on the verge of a world war, seizing, and killing each other out of greed for profit and power. They invent all kinds of weapons: airplanes and warships (iron bird, bronze fish), guns and bombs, etc., leading to the tragic death of humanity, increasingly worsening until total destruction.
In the figurative meaning of these two lines, the phenomena of birds and fish represent the fierce competition of all nations for advanced weapons such as airplanes and submarines, which are now very widespread in the context of powerful nations struggling to control rare earth resources. Only if the sources of weapons ran out will the world return to peace.
