TUYÊN NGÔN của ĐẢNG VIỆT-NAM DÂN-CHỦ XÃ-HỘI

Đảng VIỆT-NAM DÂN-CHỦ XÃ-HỘI (gọi tắt là Việt-Nam Dân-Xã Đảng) thành-lập ngày 21 tháng 9 năm 1946, do sự thỏa-thuận và đoàn-kết giữa nhiều đoàn-thể ái-quốc (kháng-chiến, cần-lao, tôn-giáo và chánh-trị).
Việt-Nam Dân-Xã Đảng, một đảng quốc-gia tranh-thủ sự tự-chủ hoàn-toàn của dân-tộc, củng-cố nền độc-lập quốc-gia và cấu-tạo xã-hội Việt-Nam mới. Sở dĩ Đảng đặt vấn-đề độc-lập quốc-gia trước các vấn-đề khác là vì:
1.- Trên lập-trường quốc-tế, nước Việt-Nam có được độc-lập, dân-tộc Việt-Nam mới được sống bình-đẳng với dân-tộc khác; dân-tộc bình-đẳng nhau mới chủ-trương được dân-tộc hiệp-lực, mới kiến-thiết được hoà-bình xác-thực cho thế-giới.
2.- Dân-tộc Việt-Nam được tự-chủ và mạnh mới tránh khỏi sự chi-phối của đế-quốc chủ- nghĩa để thi-hành một cách có hiệu-quả những biện-pháp chánh-trị và kinh-tế, đem lại hạnh-phúc cho các tầng lớp dân-chúng.
Việt-Nam Dân-Xã Đảng là một đảng dân-chủ, chủ-trương thiệt-thi triệt-để nguyên-tắc chánh-trị của chủ-nghĩa dân-chủ: “chủ-quyền ở nơi toàn-thể nhân-dân”.
Đã chủ-trương “Toàn dân chánh-trị” thế tất đảng chống độc-tài bất cứ hình-thức nào.
Việt-Nam Dân-Xã Đảng là một đảng cách-mạng xã-hội, chủ-trương tổ-chức nền kinh-tế theo nguyên-tắc chủ-nghĩa xã-hội: không để giai-cấp mạnh cướp công-quả của giai-cấp yếu, làm cho mọi người đều được hưởng phúc-lợi cân-xứng với tài-năng và việc làm của mình; những người tàn-tật yếu đuối thì được nuôi dưỡng đầy đủ.
Đặc điểm của Việt-Nam Dân-Xã Đảng là, trong giai-đoạn hiện tại, không chủ-trương giai-cấp đấu-tranh giữa dân-tộc Việt-Nam vì lẽ ở xã-hội Việt-Nam hiện thời, trên 80 năm bị-trị, chỉ có một giaì-cấp bị “tư-bản thực-dân” bóc-lột.
Muốn tránh khỏi giai-cấp đấu-tranh về sau, thì sự cấu-tạo “xã-hội Việt-Nam mới” phải căn-cứ nơi những yếu-tố không cho sanh-trưởng giai-cấp bóc-lột và chỉ trợ-trưởng một giai-cấp một, tức là giai-cấp sanh-sản.
THE SOCIAL DEMOCRAT PARTY OF VIETNAM'S DECLARATION
Proclaimed by Lord The Leader Huynh on 21 September 1946 (Following the copy of The Executive of Interprovincial Social Democrat M.T.N.V.) 1947-1949.
The Social Democrat Party of Vietnam was established on the 21 September 1946 with the consensus and unity of patriotic associations (resistance, labor unions, religions, and political parties)
VNSDP, a Nationalist Party advocating the entire self-determination of the people, consolidating national independence and new Vietnamese society.
The reason why the Party places national independence above all other issues is:
1.-Only if Vietnam has become independent, her people shall be equally treated to other peoples in the international arena; once mutually equal, these peoples can maintain international collaboration to construct a true world peace.
2.-The Vietnamese people, once they are self-determined and strong, can be impervious to imperialism and can effecctively implement political and economic measures, thus bringing happiness to all social strata.
VNSDP is a democratic party which upholds the radical implementation of the political principles of democratism: “Sovereignty is embedded in the whole people”.
With the motto “Politicising the People”, the Party resists any form of dictatorship.
VNSDP is the party for social revolution, basing economic development on socialist principles: it does not let the stronger group wrest the fruit of the weaker, ensuring that all shall benefit from their statewide income distribution accordingly to their talents and labor, and that people with disability or frailty shall receive adequate assistance.
VNSD's feature is that, at the present stage, no class struggle shall be fought among the Vietnamese people because, in the current Vietnamese society, over 80 years of being subjugated, there is only one class, the one exploited by colonial capitalists.
In order to prevent the class struggle, the formation of a 'New Vietnamese Society' must be based on the elements not conducive to an exploitative class, but germane to one class, that is, the productive one.
